A certificate issued by the comune confirming a building complies with health, safety, energy efficiency, and structural standards and is fit for occupation.

A document rating a building's energy efficiency on a scale from A4 (best) to G (worst). Required by law for any sale or rental.

The percentage rate applied to a tax base to calculate what is owed. Each comune sets its own IMU aliquote; the national income tax also has progressive aliquote.

Italy's national tax authority, responsible for collecting taxes, managing the catasto, issuing codici fiscali, and auditing taxpayers. Website: agenziaentrate.gov.it — most services require SPID or CIE.

The register for Italian citizens who live outside Italy permanently. Registration is obligatory if you leave Italy; it affects your electoral voting rights and some tax obligations.

The municipal office that maintains records of all residents — births, deaths, marriages, and address registrations. Every Italian comune has one. This is where you officially register your Italian address.

The local body that manages public healthcare in your area. Registering with an ASL assigns you a GP (medico di base) and gives you access to the National Health Service (SSN).

A signed statement declaring something to be true, accepted in lieu of an official certificate for many administrative purposes. Making a false autocertificazione is a criminal offence.

A binding pre-sale contract signed before the rogito. It locks in the price, timelines, and conditions. The buyer usually pays a deposit (caparra) at this stage.

Money paid by the buyer at the compromesso stage to secure the purchase. Typically 10–20% of the purchase price. If the buyer walks away, they forfeit the caparra. If the seller walks away, they must repay double.

Confirmation that a building's actual state matches the approved planning permits held at the comune. Alterations done without permits are non-compliant.

A periodic government amnesty that allowed widespread illegal buildings to be retroactively regularised in exchange for payment. Italy has had three major condoni (1985, 1994, 2003). A condoned building is legal — but only the specific works covered.

The Italian national database of all buildings (catasto fabbricati) and land parcels (catasto terreni). Managed by the Agenzia delle Entrate. Records include ownership, floor plans, cadastral category, and rendita.

A residential building with multiple privately owned units sharing common areas (stairwells, roof, foundations, courtyard). Governed by a condominio administration and assembly.

A lighter-touch version of SCIA for very minor works that don't affect load-bearing structure (e.g. moving a partition wall). Requires a signed asseveration from a technician.

Italy's annual self-assessment tax filing. The 730 form is the simplified version for employees and retirees; the Modello Redditi PF (formerly Unico) is the full version used by freelancers and those with complex income.

A signed authorisation allowing someone to act on your behalf — for a specific transaction (delega) or more broadly (procura notarile). Notarised powers of attorney are often required for property transactions.

A 2024 legislative decree simplifying regularisation of common minor abusi edilizi — small discrepancies between catasto plans and actual state, minor internal alterations. Introduced new procedural tools and tolerance thresholds.

The software and procedure used to update catasto records when a property changes — through renovation, division, or merger. Filed by a geometra or engineer with the Agenzia delle Entrate.

The standard form used to pay virtually all Italian taxes and social contributions — IMU, TARI, income tax, INPS contributions, and more. Filed online via the Agenzia delle Entrate or at a bank or post office.

The physical card issued after registering with the SSN (National Health Service). It shows your codice fiscale and health registration number, and is required to visit a GP, pick up prescriptions, or book specialist appointments.

A legal right to use and enjoy a property you don't fully own — typically held by an elderly parent while the children are registered as nuda proprietà owners. The usufructuary can live in or rent out the property.
